The Groundwater Management Subdistrict (GMS) was formed in 1973 under the direction of the Central Colorado Water Conservancy District (CCWCD). GMS provides augmentation for over 500-farm families and water users who operate close to 900-wells within CCWCD’s boundaries. GMS operated under a Substitute Water Supply Plan or SWSP, approved by the State Engineer for 30-years. The goal was to obtain a permanent replacement supply of water to support the augmentation plan. In 2005, GMS received a permanent decree 02CW335 from Division 1 Water Court.
