MINUTES OF THE GMS COMMITTEE
April 5, 2023

The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:00 A.M. on Wednesday, April 5, 2023, by Frank Eckhardt, Committee Chairman, at the office of the Central Colorado Water Conservancy District located at 3209 W 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Vern Kammerzell, Chad Schafer and Alan Mazzotti. Committee member attending by video conference was Alan Axton. Staff members present were Randy Ray, William Mihelich, Evan McCurnin and Lynn Kramer.

Lynn Kramer presented two permanent transfers for approval.

MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 10 ACRE FEET FROM DENNIS KLEIN CONTRACT #1253 TO SLW RANCH COMPANY CONTRACT #688.

SECOND: VERN KAMMERZELL
MOTION CARRIED

MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 10 ACRE FEET FROM DENNIS KLEIN CONTRACT #1253 TO JOEL & ANGELA RITCHEY CONTRACT #1054.
MOTION: CHAD SCHAFER
SECOND: ALAN MAZZOTTI
MOTION CARRIED

Randy discussed leasing FIDCO shares. Billy stated the number of shares and last year’s renters. The committee instructed staff to post notice of FIDCO shares for lease on the CCWCD website.
MOVE TO RECOMMEND TO THE BOARD TO APPROVE A LEASE WITH RCS FARMS FOR 9 FIDCO SHARES.

Billy reviewed the status of the GMS quota and concerns regarding filling reservoirs.
Randy discussed an easement on a parcel owned by Raptor Material. The easement is to give CCWCD access to a proposed recharge site on land owned by Western Equipment & Truck. Other access points were discussed.

Randy talked to the committee about renting the house on the Meining farm. A revised lease is being drafted. The committee discussed details of the lease.
MOVE TO RECOMMEND TO THE BOARD TO RENT THE MEINING FARM HOUSE AT $1200 PER MONTH.

Randy Ray discussed attending the annual meeting of the PRBT Beeline board. Randy will attend a Special Board Meeting to educate the stockholders about CCWCD. The committee instructed staff to send a certified letter to the ditch companies. Discussion followed.

Randy presented a bid from WW Backhoe & Dozer for a pipeline from the Fulton Ditch to the Dittmer Recharge site.
Meeting was adjourned at 11:00 A.M.
