MINUTES OF THE
CENTRAL COLORADO WATER CONSERVANCY DISTRICT
February 18, 2020
The regular monthly meeting of the Central Colorado Water Conservancy District was held on Tuesday, February 18, 2020, at the office of the Central Colorado Water Conservancy District located at 3209 W 28 St, Greeley Colorado. The meeting was called to order at 10:09 AM, and the following Directors were present: Randy Knutson, President; Chad Schafer, Vice President; Bret Schmidt, Treasurer; Everett Kissler; Ralph Anders; Jim Reasoner; Steve Bruntz; Don Rosenbrock; Alan Axton; Dave Bernhardt; and Gary Herman. Tom Brown; Doug Dill; Vern Kammerzell; and Frank Eckhardt were absent. President Knutson opened the meeting and newly appointed President Ralph Anders presided over the meeting after officer elections.
Others present were: Randy Ray, Executive Director; William Mihelich, District Engineer; Danyelle McCannon, Financial Analyst; Lynn Kramer, Contracts Manager; Ruthanne Schaffer, Senior Water Accountant; Courtney Sandoval, Water Quality Program Manager; Ed Armbruster of White Sands Water Engineers; and Brad Grasmick and Andy Jones of Lawrence, Jones, Custer and Grasmick.

Brad Grasmick reviewed the resume.
District Action:
Recommend that staff proceed with the process of getting information about refinancing the 2013 CCWCD bonds.
APPROVE THE PURCHASE OF A GROUNDWATER MONOTORING WELL PUMP FROM GEOTECH FOR $5,455.00.

Presidents Report
Billy Mihelich and Randy Knutson attended the Colorado Water Congress Conference and the various workshops that were offered.
Legislative/Education:
Andy Jones spoke to the Board about the 25 water related bills that are being monitored in legislation. The main bill of focus relates to the turn-back decision, and how it affects Central and ditch companies. There will be a conference call schedule for Monday the 24th between the Board and Andy Jones to discuss this further.
Water Quality Report:
Courtney Sandoval presented graphs providing information on nitrate levels and TDS. She explained that she plans to collect monthly samples for the river locations, and some additional river locations will be added soon.
District Report:
Randy Ray updated the Board about the current status of Chatfield.
Randy Ray told the Board that bids are starting to come in for the Walker Well Field Phase 1 contract. Bids will be presented to the Board at the March meeting.
Secretaries Report:
Randy Ray discussed upcoming events: the Colorado Ag Water Alliance conference February 24th, the Poudre River Forum February 28th, the Reception on the River, and Bernhardt Heritage on March 21st.
The board calendar was discussed.
