MINUTES OF THE GMS COMMITTEE
February 8, 2023
The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:00 A.M. on Wednesday, February 8, 2023, by Frank Eckhardt, Committee Chairman, at the office of the Central Colorado Water Conservancy District located at 3209 W 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Chad Schafer and Alan Mazzotti. Committee member attending by video conference was Alan Axton. Committee member absent was Vern Kammerzell. Staff members present were Randy Ray, William Mihelich and Lynn Kramer.
Billy reviewed a summary of available senior water rights.
Billy reviewed the Easement with Cureton Midstream for an existing pipeline on the Meining Farm.
Billy described a request from United Power for an easement on the Rinn property.
Randy presented the committee with a proposal from Five Rivers regarding a parcel of land that CCWCD purchased the Western Ditch shares and Five Rivers purchased the land. Five Rivers would like to irrigate the parcel this year with the Western Ditch Shares.
Lynn presented a Petition to Transfer Water Allotment Contract from Western Equipment & Truck.
RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 195.29 ACRE FEET OF CONSUMPTIVE USE FROM GMS WATER ALLOTMENT CONTRACT #793 WETCO FARMS, INC TO GMS WATER ALLOTMENT CONTRACT #1306 WESTERN EQUIPMENT & TRUCK, INC AND DELETE THE WETCO WELLS FROM THE AUGMENTATION PLAN.

Randy discussed the pending Service Agreements for ditch rider services with several ditch companies.
Randy described a request from a contract holder to transfer Water Allotment Contracts for municipal uses. Discussion followed.
Billy presented 2023 preliminary GMS quota scenarios.
