GMS Committee
January 10, 2020

The meeting of the GMS Committee of the Central Colorado Water Conservancy District was called to order at 8:58 A.M. on Friday, January 10, 2020 by Frank Eckhardt at Central’s office at 3209 West 28th Street in Greeley. Committee members present were Frank Eckhardt, Alan Axton, Vern Kammerzell, and Chad Schafer. Committee members absent were Tom Brown. Staff members present were Lynn Kramer, William (Billy) Mihelich, and Ruthanne Schaffer.

Billy gave an update on the Walker Recharge Project. Two of the recharge ponds on the south side of the river have been completed. Wiggins is now officially a partner in the project with the agreement signed and payment received.

RECOMMEND TO THE BOARD TO APPROVE THE UPDATED BESTWAY LEASE FOR THE INOUYE GRAVEL MINE.

Staff has had discussions with Extraction to enter into a lease for water from Geisert Reservoir starting around April 2020.

RECOMMEND TO THE BOARD TO SET THE RECHARGE BUY BACK CREDITS RATE TO $40 PER ACRE FOOT.

RECOMMEND TO THE BOARD TO APPROVE THE PEGGRAM ORCHARD GRAZING LEASE.

RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT CONTRACT TRANSFER FROM CAW EQUITIES, LLC (CONTRACT #1234) TO 70 RANCH, LLC (NEW CONTRACT).

Billy reviewed a McCrometer Meter Grant memo Randy drafted. Staff is recommending a total of 145 units to be purchased (120 units covered by the grant and 25 units purchased directly by GMS and WAS).

RECOMMEND TO THE BOARD TO APPROVE THE PURCHASE OF AN ADDITIONAL 25 FLOW CONNECT REGISTERS FOR THE MCCROMETER METER PROJECT TO BE PAID FROM GMS AND WAS FUNDS.

The Committee discussed their preference of keeping all the new water rights that Central is closing on at the end of the month as their assets and not splitting them between the two subdistricts.

Chairman Frank Eckhardt adjourned the meeting at 11:40A.M.
