MINUTES OF THE CENTRAL COLORADO WATER CONSERVANCY DISTRICT
July 16, 2024
The regular monthly meeting of the Central Colorado Water Conservancy District was held on Tuesday, July 16, 2024, at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th St. Greeley, Colorado. The meeting was called to order at 10:00 A.M. by Chairman Ralph Anders and the following Directors were present: Ralph Anders, President; Chad Schafer, Vice President; Frank Eckhardt, At Large; Dave Bernhardt; Steve Bruntz; Doug Dill; Calven Goza; Gary Herman; Dan Kammerzell; Everett Kissler; Randy Knutson; Alan Mazzotti; Don Rosenbrock and Bret Schmidt. John Mark was absent.
Others present were Randy Ray, Executive Director; Billy Mihelich, District Engineer; Evan McCurnin, Water Resources Analyst; Danyelle Hart, Financial Analyst and Lynn Kramer, Contracts Manager. Special guests were Brad Grasmick of Lawrence Custer Grasmick Jones & Donovan and Ed Armbruster of White Sands Water Engineers attended by video conference.
President Anders opened the meeting by introducing our newest board member Calven Goza and our new field staff member Rob Vatrano.

Kendall Haffner of Clifton Larson Allen attended to present the 2023 Audit Report.
Chad Chavies of Tim Chavies & Associates LLC discussed several items from the audit.
MOVE TO APPROVE THE FINANCIALS CONTAINED IN THE DRAFT OF THE CENTRAL COLORADO WATER CONSERVANCY DISTRICT 2023 AUDIT PROVIDED NO CHANGES OCCUR.

Brad gave a Water Court update including the opposition to the Range View case, discussion followed and the board gave direction. Next Brad reviewed FRICO’s Bennett Reservoir case.

Randy discussed the Northern Water Easement at Nissen Reservoir.

Randy presented the project cost estimate from Collier Geophysics to conduct a geophysical survey to map the recharge pond sites at Walker.
MOVE TO ACCEPT THE PROPOSAL DATED JULY 11, 2024 FROM COLLIER GEOPHYSICS TO CONDUCT THE SURVEY OF RECHARGE POND SITES AT WALKER.

Randy presented a request for assistance with septic repair at a home near the Wiggins Knievel Recharge Pond.

Education Report
Tammy Rusch presented an Education report.
Tammy discussed the Special District Association of Colorado and announced that Randy Ray was chosen “Manager of the Year” for 2024.
Water Quality Report
There was none.
Subdistrict Report
The South Platte Basin Roundtable Open House is August 13, 2024. Randy summarized the last meeting he attended by Zoom. Director Eckhardt talked about his experience with the Roundtable and resigned his position as the CCWCD representative. President Anders will appointment a replacement next month at the August Board Meeting.
District Report
The President’s Council of Advisors on Science and Technology is holding a one day workshop on safeguarding America’s groundwater security on July 22, 2024 at Arizona State University in Tempe, AZ. Randy encouraged the board to visit the PCAST website and learn more about them.
Secretaries Report
Randy reviewed the Chatfield Storage Reallocation Newsletter and an article on the Idaho curtailment order.
Randy reviewed the CCWCD calendar.
New Business
Brad Grasmick gave an update on Suncor’s pipeline installation at Sweet Valley.
