CCWCD Committee

March 5, 2019

The meeting of the CCWCD Committee of the Central Colorado Water Conservancy District was called to order at 11:10 A.M. on Tuesday, March 5, 2019 by Everett Kissler at Central’s office at 3209 West 28th Street in Greeley. Committee members present were, Everett Kissler, Ralph Anders, Doug Dill and Jim Reasoner.  Committee member absent was Don Rosenbrock.  Staff present were Randy Ray, William Mihelich, and Ruthanne Schaffer.  Guest present was Gary Barber.

Gary Barber discussed with the Committee a possible agreement between the City of Brighton and Central for augmentation.

RECOMMEND TO THE BOARD TO AGREE TO THE CONCEPT WITH THE CITY OF BRIGHTON AND THE DEVELOPER.

Randy reviewed staff’s work on estimates for a pump station and interconnects on Bernhardt reservoirs.

Yesterday staff and consultants met for the kick off meeting with CEI on the Walker Recharge Project.  The Committee is looking into pipe makeup, size, capacity needed, and estimated maintenance.  Staff is continuing to speak with Weldon Valley, Peggram, Orphan Wells of Wiggins, and the town of Wiggins regarding the recharge project.

Adjourn for lunch and reconvene.

Billy and Ruth reviewed a draft chart/schedule for bypass/augmentation fees.  Discussion was held and additional direction was given to staff.

Randy reviewed the design and construction requirements for the gravel pit the Board is looking to purchase east of Greeley.

The Committee reviewed draft agreements between WAS and Anadarko and between WAS and the PVIC Aug Group for their excess recharge credits.

Staff reviewed a possible recharge project above the Western that would have credits hitting the South Platte and the St Vrain.

Billy has been working on extending the Dittmer recharge pond easement and building additional ponds.

RECOMMEND TO THE BOARD TO DIRECT STAFF TO PURSUE THE SENIOR WATER RIGHTS SOUTH OF PLATTEVILLE.

The Committee received construction updates on the Rinn Valley Complex and Koenig Reservoir.

Chairman Everett Kissler adjourned the meeting at 2:55 P.M.
