MINUTES OF THE GMS COMMITTEE
March 8, 2023
The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:00 A.M. on Wednesday, March 8, 2023, by Frank Eckhardt, Committee Chairman, at the office of the Central Colorado Water Conservancy District located at 3209 W 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Chad Schafer and Alan Mazzotti. Committee members attending by video conference were Alan Axton and Vern Kammerzell. Staff members present were Randy Ray, William Mihelich and Lynn Kramer.
Randy and Billy gave a summary of the Engineering/Legal retreat.
Billy presented data addressing the moratorium on permanent contract transfers to post 1972 wells. Staff will bring a draft policy to the April committee meeting.
MOVE TO INSTRUCT STAFF TO DEVELOP A POLICY REGARDING PERMANENT CONTRACT TRANSFERS WITH A REDUCTION OF 25.2% TO POST 1972 WELLS.

Randy discussed purchasing Chatfield shares for municipal demand.
Randy presented the revised Capital Projects budget. He also showed a table representing annual debit payments for GMS and discussed a CWCB loan. The committee discussed increasing the 2024 annual assessments.
Lynn presented a timeline and correspondence regarding GMS contract #537.
MOVE TO RECOMMEND TO THE BOARD TO DELETE CONTRACT #537 TRI-COUNTY REAL ESTATE.

Billy gave his recommendation for the GMS quota. Discussion followed.
Randy discussed the condition of the house located at Pioneer Reservoir and the cost to renovate the home to make it habitable.
The committee discussed the timing of filing the SWSP application for the 28 shares of Farmers Independent Ditch.
Randy reviewed the July meeting schedule.
Meeting was adjourned at 12:00 P.M.
