GROUNDWATER MANAGEMENT SUBDISTRICT OF THE
CENTRAL COLORADO WATER CONSERVANCY DISTRICT
May 17, 2022
The regular monthly meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District was held on Tuesday, May 17, 2022, at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th St. Greeley, Colorado. The meeting was called to order at 10:00 A.M., and the following Directors were present: Ralph Anders, President; Chad Schafer, Vice President; Bret Schmidt, Treasurer; Vern Kammerzell; Randy Knutson; Steve Bruntz; Don Rosenbrock; Dave Bernhardt; Everett Kissler and Gary Herman. Director attending via Zoom was Tom Brown. Directors absent were Frank Eckhardt, Doug Dill and Alan Axton.
Others present were Randy Ray, Executive Director; William Mihelich, District Engineer and Lynn Kramer, Contracts Manager. Special guests were Brad Grasmick of Lawrence Custer Grasmick Jones & Donovan and Ed Armbruster of White Sands.

Subdistrict Action
Lynn described Kevin Schmidt’s request to add a domestic well to his Water Allotment Contract. Brad answered questions regarding requiring a junior water right versus making the well an alternate point of diversion to an irrigation well. No action was taken.

Billy Mihelich provided the operational reports and reviewed the snowpack and precipitation outlooks.
Secretaries Report
Randy presented the work completed by Earnest HR Consulting LLC on the Employee Handbook and job descriptions. Shawnna Earnest suggested on-going support needed with hours and rates.
MOVE TO EXTEND THE CONTRACT WITH EARNEST HR CONSULTING LLC FOR FOUR MONTHS AT THE 20 HOUR PER MONTH RATE.

Randy discussed the Bureau of Reclamation grant application.
Randy reviewed the Children’s Water Festivals and commended Tammy Rusch for her work.
Randy presented the 2022 Scholarship winners.
