OCTOBER 19, 2021
The regular monthly meeting of the Groundwater Management Subdistrict Board of the Central Colorado Water Conservancy District was held on Tuesday, October 19, 2021, at the office of the Central Colorado Water Conservancy District located at 3209 W 28 St, Greeley Colorado. The meeting was called to order at 9:56 AM, and the following Directors were present: Ralph Anders, President; Chad Schafer, Vice President; Bret Schmidt, Treasurer; Everett Kissler; Randy Knutson; Steve Bruntz; Vern Kammerzell; Doug Dill; Gary Herman; Don Rosenbrock; Alan Axton and Dave Bernhardt. Director attending via Zoom conference was Tom Brown. Director absent was Frank Eckhardt, At Large.
Others present were Randy Ray, Executive Director; William Mihelich, District Engineer; Lynn Kramer, Contracts Manager; Ruthanne Schaffer, Senior Water Accountant. Special guests were Brad Grasmick of Lawrence Custer Grasmick Jones & Donovan; and Ed Armbruster of White Sands Water Engineers.

Brad Grasmick gave an update on a Water Court Case Central has changing Greeley Irrigation Company shares. Brad gave an update on another case dealing with the Greeley Loveland Irrigation Company and the City of Loveland.
Brad spoke to the Board about the Box Elder/Castle Rock meeting Central held on October 14th.

Billy Mihelich spoke to the Board regarding leasing Western and FIDCO shares and the Ewing Farm. The current renters are interested in leasing the shares and land for the 2022 season under the same terms as 2021.
MOVE TO RENEW THE LEASES WITH RCS FARMS, JAMES EWING, PETROCCO FARMS, AND ECKHARDT FARMS FOR FIDCO AND WESTERN SHARES AND THE EWING FARM LEASE WITH THE SAME TERMS AS 2021.

Presidents Report
Staff and the audit committee met and reviewed audit bids received; the Committee will make a recommendation next month.
Ralph has appointed Gary Herman and Randy Knutson to work with Randy Ray to find a replacement to recommend to the Board for the open Board Member position.
Property Committee is meeting directly after this Board Meeting.
January’s Board meeting will be held January 11th.
Subdistrict Report:
Billy Mihelich reviewed the operational reports, snowpack, and precipitation outlooks.
Secretaries Report:
Randy gave an update on the Walker Recharge Project and shared a PowerPoint presentation. There is a Board Tour scheduled for Friday, November 5th.
The Northeastern Colorado Progressive Ag Symposium will be held November 3-4, 2021, at the Double Tree in Greeley.
The Colorado Ag Water Summit Conference is December 9-10, 2021, in Winter Park.
The South Platte Forum is scheduled for December 9th at the Westin Hotel.
The GMDA Winter Conference will be held in San Antonio, Texas from January 18th – 20th, 2022.
DARCA will be holding their conference February 24-25, 2022, in Colorado Springs.

Central’s Holiday Dinner will be held Friday, December 3rd at the Platte River Fort.
