MINUTES OF THE WAS COMMITTEE
October 4, 2023

The meeting of the Well Augmentation Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 1:00 P.M. on Wednesday, October 4, 2023, at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th Street, Greeley, Colorado. Committee members present were Gary Herman, Randy Knutson and Bret Schmidt. David Bernhardt and Steve Bruntz were absent.

Staff members present were Randy Ray, Executive Director; William Mihelich, District Engineer; Evan McCurnin, Water Resources Analyst; Danyelle Hart, Financial Analyst and Lynn Kramer, Contracts Manager.

Danyelle Hart reviewed the 2024 WAS budget and discussed the effect of Proposition HH.

Randy Ray reviewed the 2005 Trip Policy. The committee discussed encouraging the newer board members to attend out of state conferences.

MOVE TO RECOMMEND TO THE BOARD TO KEEP THE CURRENT POLICY AND TO ALLOW FLEXABILITY TO BOARD MEMBERS WHO ARE ON THE BOARD OF OTHER ORGANIZATIONS REPRESENTED BY CCWCD AND INCLUDE THE MODIFICATION THAT STAFF WILL MAKE ALL TRAVEL ARRANGEMENTS.

Lynn Kramer presented a request for a permanent transfer from Rex Craven.

MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE REQUEST FOR THE PERMANENT TRANSFER OF 5 ACRE FEET OF CONSUMPTIVE USE FROM REX CRAVEN CONTRACT #31 TO A FARM REX CRAVEN RECENTLY PURCHASED.

Randy presented a Sole Source Procurement Policy. Discussion followed.

Randy reviewed the Sublette Easement and License Agreement extension.

MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE LETTER OF AGREEMENT PERTAINING TO THE EASEMENT AND LICENSE AGREEMENT FOR SUBLETTE INC.

The reservoir project at the Meining farm has been renamed Sweet Valley Reservoir Complex. Randy reviewed the development proposal and a handout with discussion points including the storage claim, agreements, easements and anticipated royalties.

Randy described the Six-State High Plains Ogallala Aquifer Regional Resources Study. Mark Rude of the Southwest Kansas Groundwater Management District is asking for CCWCD’s support to continue the study. Discussion followed.
Randy talked to the committee about a resolution honoring Bob Walker.

Randy briefed the committee on the Fall 2023 Retreat attended by Billy, Brad Grasmick, Ed Armbruster and himself.
