MINUTES OF THE GMS COMMITTEE
September 6, 2023
The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:00 A.M. on Wednesday, September 6, 2023, by Committee Chairman Frank Eckhardt at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Vern Kammerzell, Alan Mazzotti and Chad Schafer. Committee member attending by video conference was Alan Axton.
Staff members present were Randy Ray, Executive Director; William Mihelich, District Engineer; Evan McCurnin, Water Resources Analyst; Danyelle Hart, Financial Analyst and Lynn Kramer, Contracts Manager.
Danyelle Hart reviewed the 2024 GMS budget. Discussion followed. Lynn Kramer provided information on the GMS assessment structure.
Billy Mihelich updated the committee on the negotiations with Hall Irwin regarding their request to provide augmentation for unlined gravel pits.
Randy described plans for the pipeline and reservoir at the Meining Augmentation Project.
Randy updated the committee on a senior water and land purchase.
Billy updated the committee on the Cureton Easement located on the Meining farm.
The committee discussed creating a policy regarding limiting the amount of consumptive use a Water Allotment Contract could acquire.
