MINUTES OF THE GMS COMMITTEE
April 2, 2025
The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:00 A.M. on Wednesday, April 2, 2025, by Committee Chairman Frank Eckhardt at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Calven Goza, John Mark, Alan Mazzotti and Chad Schafer.
Staff members present were Randy Ray, Executive Director; Billy Mihelich, District Engineer; Evan McCurnin, Water Resource Analyst and Lynn Kramer, Contracts Manager. Special guest was Brad Grasmick from Lawrence Custer Grasmick Jones and Donovan.
Lynn Kramer presented two permanent contract transfers.
MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 25 ACRE FEET OF CONSUMPTIVE USE FROM GMS CLASS D IRRIGATION WATER ALLOTMENT CONTRACT #1306 WESTERN EQUIPMENT & TRUCK TO GMS CLASS D NON-IRRIGATION WATER ALLOTMENT CONTRACT #401 EMPIRE DAIRY.

MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 28 ACRE FEET OF CONSUMPTIVE USE FROM GMS CLASS D IRRIGATION WATER ALLOTMENT CONTRACT #1306 WESTERN EQUIPMENT & TRUCK TO GMS CLASS D IRRIGATION WATER ALLOTMENT CONTRACT #1255 EMPIRE LAND COMPANY.

Randy Ray presented the GMS memo regarding permanent transfers in Reach F. Specifically describing the projection requirements, leased supplies and potential impacts to the augmentation plans. Discussion followed. Staff is recommending no contracts to be transferred into Reach F, trading from F to F may be allowed.
MOVE TO RECOMMEND TO THE BOARD TO ISSUE A MORITORIUM IN GMS ON ANY TEMPORARY OR PERMANENT TRANSFERS INTO REACH F. TEMPORARY OR PERMANENT TRANSFERS WITHIN REACH F MAY BE ALLOWED.

Brad Grasmick discussed with the committee the Poudre Flows augmentation plan case. The board will take up the issue at the April meeting an make the decision on Central’s opposition to the Poudre Flows case.
Randy presented the proposal from Longitude 103 for the HydoData Software package.
Randy updated the committee on the Plumb Ditch annual meeting.
Select Water has requested industrial use water, a meeting is planned to discuss.
Randy updated the committee on the status Loeffler farm purchase.
CCWCD and Burnco have agreed on the civil engineers to develop the design of the weirs at Bernhardt Reservoir.
Two insurance providers will attend the April board meeting to present policy bids.
