MINUTES OF THE GMS COMMITTEE
August 2, 2023
The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:10 A.M. on Wednesday, August 2, 2023, by Frank Eckhardt, Committee Chairman, at the office of the Central Colorado Water Conservancy District located at 3209 W 28th Street, Greeley, Colorado. Committee members present were Frank Eckhardt, Vern Kammerzell and Alan Mazzotti. Committee member attending by video conference was Alan Axton. Committee member absent was Chad Schafer.
Staff members present were Randy Ray, Executive Director; William Mihelich, District Engineer; Evan McCurnin, Water Resources Analyst; Danyelle Hart, Financial Analyst and Lynn Kramer, Contracts Manager.
Danyelle Hart presented the 2024 GMS Budget.
Billy Mihelich presented a Grant of Easement from Cureton Midstream regarding an existing 3” natural gas pipeline located on the Meining property owned by Central. Discussion followed. Billy will report back to the committee in September.
Lynn Kramer presented a permanent transfer for approval.
MOVE TO RECOMMEND TO THE BOARD TO APPROVE THE PERMANENT TRANSFER OF 42.99 ACRE FEET OF CONSUMPTIVE USE FROM VILLANO BROTHERS FARMS CONTRACT #763 TO VILLANO BROTHERS FARMS CONTRACT #765.

Randy discussed the pipeline and storage capacity at the Schafer’s Corner Storage project. He reviewed a summary of the project and cost estimates. Discussion followed.
RECOMMEND TO THE BOARD TO HAVE STAFF BRING A CONTRACT TO THE BOARD FOR THE PURCHASE OF LAND AND WELLS FROM WESTERN EQUIPMENT & TRUCK.

MOTION CARRIED WITH ALAN AXTON VOTING NAY.
Director Kammerzell asked about repairs at Bernhardt Reservoir. Randy updated the committee on the progress.
Director Axton questioned the need for the office building being brightly lit at night. Randy described issues occurring on the property.
